This will mean that more than one million homes will be fitted with solar panels, adding 2GW to NSW’s grid by 2028, similar to the expectations of Victoria’s Labor government. Smart Energy Answers June 4, 2026 Understanding STCs: Small-Scale Technology Certificates Explained Under a federal government programme introduced under the Renewable Energy Act 2000, the cost of purchasing a solar system for your home is subsidised up to a maximum dollar value. This is called STCs, or Small-Scale Technology Certificates. However, the government says that this isn’t a rebate. It is simply a reduction in the cost of buying a solar system. How Are Small-Scale Technology Certificates Calculated? STC certificate values can go up or down and may even be eliminated completely. The number of STCs allocated to your new solar system is calculated based on where you live, the size of your system, the deeming period, and market conditions. We will discuss these last two points in the next section. Generally, each STC is equivalent to one megawatt hour of generated renewable electricity. So, the larger the solar system you install, the more STCs you receive and the greater the subsidy. If you know the size of your installation, you can calculate the number of allocated STCs on the REC Registry website under the Renewable Energy Target. What Is the Actual Value of the STC Incentive? By law, each STC can’t be greater than $40, but it can be as low as $0. Currently, each single STC is worth $33, but it has been higher and it has been lower. As mentioned above, the actual redeemable cost of each STC is partly dependent on the deeming period and market conditions, both of which change over time. The deeming period runs from January 2017 to January 2030, decreasing every year until zero STCs will be created for new solar systems in 2030. Since the value of the STCs is calculated on the amount of renewable electricity the solar system can generate over the remaining deeming period, the value of the STC reduces as this timeframe gets shorter. This means that the longer you leave your solar installation, the lower the STC subsidy you will receive. Your solar installer usually deducts the dollar value of the STCs from your purchase and installation quote. For example, hypothetically, the total cost of installation might be $10,000, but the installer only quotes $6,000 because of a $4,000 STC reduction. Not all homeowners, however, have the ability to fund this type of installation upfront. This can leave households exposed to escalating electricity costs with no clear end in sight. Until recently, Victorians were in the same position as many other homeowners across Australia. However, from the end of August 2018, many homeowners in Victoria became able to install solar panels at almost half the price compared with regular installation costs. So, how is this possible, and how does the scheme work? The Victorian Government Comes to the Rescue Premier Daniel Andrews announced a $1.24 billion scheme to help Victorian households install solar panels. Under the scheme, eligible Victorians could receive a benefit of $2,225 towards the cost of installing solar panels for their home. The amount would be refunded after the installation was completed by a Clean Energy Council, or CEC, accredited installer. This could amount to more than a 50% discount on solar panel installations for eligible Victorian households. To qualify, applicants must be owner-occupiers with a combined household income of less than $180,000, and the home must be valued at less than $3 million. Unfortunately, Victorian households that already have solar panels may not qualify for a system upgrade under this scheme. Premier Andrews estimated that more than 650,000 homes would benefit from heavily discounted solar installations over the next 10 years. This could help families save up to $890 per year on electricity bills. An independent agency would also be set up to oversee the scheme. In addition, the Andrews Government committed an extra $9 million to provide accreditation for 4,500 electricians, helping support the safe installation of these solar systems. Victorian Environment Chief Executive Mark Wakeham said that adding an additional 2,000 MW of solar energy into the grid could help reduce energy costs for all Victorians, not just those with solar panels.
