What is the Victorian Energy Upgrades program for businesses?

Table of Contents
Short answer

Victorian Energy Upgrades (VEU) is a Victorian Government program that includes an incentive for commercial and industrial solar. As at November 2026, solar systems of 30 kW to 200 kW at non-residential, grid-connected sites can create Victorian energy efficiency certificates (VEECs), which reduce the upfront cost.

Main conditions:

  • solar module capacity of 30 kW to 200 kW
  • a non-residential site connected to the grid. Apartment buildings are excluded.
  • installed under your electricity network’s connection contract
  • Clean Energy Council approved panels and inverters.

VEECs are a discount, not a cash payment, and their value moves with the certificate market. Systems of this size may also be eligible for federal STCs. See Can businesses claim STCs on larger solar systems?
